- Demolition of existing buildings
- On-site and off-site infrastructure upgrades
- Landscaping, parking, walkways, lighting, and signage
- New construction, additions, and façade upgrades
- Building permit fees and LEED-related costs
Ineligible Costs and Activities
- Greenfield development
- Projects that do not increase assessed value by at least $250,000
- Employment relocation without new jobs
- Auto-oriented uses such as gas stations, dealerships, drive-through facilities, surface parking lots, warehousing, and storage facilities
- Uses such as gaming facilities, adult novelty stores, body rub establishments, payday loan establishments, emergency shelters, pawnshops, and short-term loan offices

Processing and Agreement
- Applications are reviewed by the City of Ottawa after submission.

- Funding is paid only after project completion, reassessment, and tax payment.
- Annual approval is subject to City budget approval and accounts remaining in good standing.
