- Programs or products that duplicate or replace existing government or community programs and services
- Literacy or essential skills training resources, research and development initiatives, capital expenditures, and employee-training costs

Selection criteria
- The degree to which proposals meet current department priorities.
- Local, regional, or provincial labour market and economic conditions may be considered.
- The ability of other partners to make financial and in-kind contributions may be considered.
How to apply
- Interested partners must submit written proposals to Labour and Immigration.
Processing and Agreement
- Grant recipients must sign a legally binding grant agreement.
- The grant agreement outlines the obligations of the Government of Alberta and the applicant, as well as audit and compliance controls.
- The grant agreement must be signed by an authorized signing official.
- The Government of Alberta must collect certain program information and ensure reporting requirements are met under the Workforce Development Agreement.
- Grant recipients must follow the reporting requirements set out in Appendix C.
