Eligibility
Who is eligible?
- Indigenous primary producers and communities, including First Nations, Métis, and Inuit.
- Primary producers.
Who is not eligible
- Government employees who are majority shareholders (50 per cent or higher) in a business or operation are not eligible to participate or receive funding as the ultimate recipient.
Eligible expenses
- Site preparation, planting, weed control, fencing materials and construction
- Tree and shrub seedlings or cuttings for appropriate species
- Rejuvenation, including selective harvesting and planting
- Farm and heavy equipment use at set program rates
- Incremental labour, capped at $30 per hour
Ineligible Costs and Activities
- Any item purchased before April 1, 2026, except inventory items such as lumber
- Project inventory items purchased before April 1, 2023
- In-kind expenses, including administrative time
- Goods and Service Tax and Harmonized Sales Tax
- Any expense not required for the execution of the project
Selection criteria
- Potential to mitigate and adapt to climate change, increase carbon stored in the soil, improve soil health, improve biodiversity and wildlife habitat, reduce impacts of flooding and drought, and reduce the risk of nutrient loss to water.
- Proposal integrity, including clear project intent and environmental benefit, adequate design with well-defined locations and steps and realistic timelines, and a detailed, realistic, specific budget.
How to apply
- Obtain the Applicant Information Form and Application Worksheet from the Manitoba Agriculture website.
- Submit the Applicant Information Form and Application Worksheet to agriculture@gov.mb.ca by the specified deadline.
- Submit a separate Application Worksheet for each eligible BMP.
- Ensure the required program documents are signed by the applicant or a legally authorized designated person.
Processing and Agreement
- The Program Administrator will notify the applicant whether the project has been approved for funding, and may approve only part of a project or only specific eligible expenses.
- Successful applicants must enter into a Contribution or Funding Agreement with the Government of Manitoba.
- Payments are issued in accordance with the agreement, and applicants must incur and pay expenses before reimbursement.
- Applicants may be required to submit a claim form, itemized receipts or other acceptable proof of payment, and other documents specified in the agreement.
- A final report listing actual project metrics is required at project completion.
