AHIP intake reopened with new 2026 schedule
The Affordable Housing Investment Program now shows applications open until July 31, 2026, replacing the prior closed intake notice. The timeline has also been replaced with a new schedule: application intake starts June 1, 2026; submission deadline is July 31, 2026; processing/evaluation runs August to September 2026; grant recommendation decision is October 2026; grant award recommendation to City Council is December 2026; Affordable Housing Agreement drafting is January to April 2027; and execution is April to September 2027. The application instructions now say applicants must request a required pre-application meeting on Monday or Thursday afternoons between 1–4 pm MST, and the general program page now points to a revised grant program guide and updated MARR/income threshold document for the 2026 intake.

Who is eligible?

- Organizations that cannot own the project lands when ownership is required.
- Applicants that do not meet the Indigenous ownership and control requirement for the Indigenous Housing stream.
Eligible expenses
- Capital costs for constructing new affordable housing units.
- Capital costs for rehabilitating existing residential units.
- Other construction costs related to rehabilitation repairs, including balcony railings and slabs, exterior windows and doors, fire safety systems, building envelope, structural systems, sewage water systems, heating, electrical and ventilation systems, elevator and lift repairs, and roofing.

Selection criteria
- Applications with a longer affordability term are ranked higher, up to a maximum agreement term of 40 years.
- Developments that meet higher accessibility standards are scored higher during evaluation.
- Additional scoring is provided for dwelling units fully constructed per National Building Code 2023 Alberta Edition: Division B: Articles 3.8.4.2., 3.8.4.3. and 3.8.4.4., and for dwelling units that have more than two bedrooms.
- The Selection Committee prioritizes applications based on alignment with the City of Edmonton’s priorities and outcomes as outlined in City Policy C601A.
- For Indigenous Housing stream requests above 25%, points are assessed across affordable unit rental rate, energy efficiency, and affordable unit size.
How to apply
- Arrange an initial pre-application meeting with a Housing Representative to review the suitability of the proposed development.
- Review the required checklist in the appendices before the meeting and be ready to provide requested due diligence documentation at your sole expense.
- If Administration determines that the proposed development may proceed, use the SmartSimple grant portal to begin the application; a new account will be created if needed.
- Submit a separate application for each development through SmartSimple and provide the required documentation and clarifications; applications not submitted through SmartSimple will not be considered for funding.
Processing and Agreement
- Completed applications are reviewed by the Technical Review Committee against the program objectives, eligibility, minimum requirements, and evaluation criteria.
- The Selection Committee prioritizes applications based on alignment with the City of Edmonton’s priorities and outcomes as outlined in City Policy C601A and may recommend applications to Edmonton City Council or its committees.
- All awards are subject to approval by Edmonton City Council or its committees.
- If the applicant owns or will own the property, the City and the applicant must enter into an affordable housing agreement, with registration of the agreement as a caveat on title; if the property is leased from the City and the remaining lease term is shorter than the affordability term, a new lease or lease extension must be negotiated and approved before grant funding is recommended.
- Annual monitoring continues for the term of the affordable housing agreement at the applicant’s sole cost and may include reporting on occupancy, annual statements of operations, and annual financial statements.
