The incentives page now shows a $70 million program budget, partial funding from the federal Housing Accelerator Fund, and a selection rule that requires a full or conditional foundation-to-roof or building permit by July 31, 2027. It also now publishes the funded-project and wait-list lists, showing nine conditionally funded developments and three wait-listed projects. The supporting Multi-Residential Rental Incentive Program document set also changed: the application guide is now a May 15, 2026 version, and a new Access Plan template dated May 13, 2026 is listed alongside the application form. The program remains focused on private and non-profit developers building new affordable rental units in multi-unit buildings, with affordable rents at or below 100% average market rent and 2025 maximum monthly rents of $1,752 for one bedroom, $1,941 for two bedrooms, and $2,046 for three bedrooms.

Eligibility

Selection criteria

  • Projects are prioritized based on readiness to obtain a building permit.
  • The City may use other criteria to determine funding allocations.
  • Not-for-profit groups may be prioritized.

How to apply

  • When a Call for Applications launches, email housingincentives@mississauga.ca to set up a pre-application meeting.
  • Include the project site and brief description, the current planning approvals and building permit status, and preliminary ideas about the number of affordable and below-market units.
  • Review the application guide and complete the application form posted on the program webpage.
  • Submit the application once all required information is ready for the current wave of applications.

Processing and Agreement

  • City staff evaluate applications and may request additional information, with the process expected to take about one month.
  • Successful applicants receive a Conditional Funding Letter and a draft legal agreement.
  • The City conducts quarterly check-ins to confirm progress toward the building permit application.
  • Building permit fees are refunded within one month of issuance of the full or conditional foundation-to-roof building permit if the legal agreement has been signed.
  • The owner must file an annual sworn declaration, including a signed copy of the lease and rent receipts for each Affordable Unit.

Additional information

  • There is no application fee.
  • Applicants must disclose any federal, provincial, or regional government funding already secured on the application form.
  • A pro forma gap analysis may be requested when additional funding has not already been secured.
