Eligible expenses
- Project labour, materials, and subcontracted services or products.
- Capital assets, capital equipment, software, and information databases.
- Project travel, including mileage, economy airfare, and accommodation.
- Other pre-approved project costs.
Ineligible Costs and Activities
- Costs incurred before the Investment Agreement is signed.
- Overhead, professional training, and professional fees not directly related to the project.
- Land or building acquisitions, meals, entertainment, hospitality, gifts, and personal travel points expenses.
- Costs for applying to government programs, routine testing and maintenance, and fines or penalties.
- Projects or activities outside the approved project scope.

Processing and Agreement
- Applications are reviewed by Alberta Innovates and HCOE staff, with input from external expert reviewers.
- Only the highest-quality proposals are advanced for funding consideration.
- Applicants are notified of intake decisions and funding outcomes.
- Successful applicants must sign an Investment Agreement before funding is released.
- Funding is managed through milestone-based reporting and payment.

- Projects with HQP capacity building in Alberta receive additional consideration.
- Collaboration with project partners is strongly encouraged.
