Who is eligible?
- The registered owner of the Site.
Eligible expenses
- Eligible Costs required under the Building Permit for the Eligible Unit(s) issued by the Chief Building Official to facilitate construction, including building materials, labour costs, new or upgraded HVAC systems, and plumbing, incurred after the Building Permit has been issued.

- Household appliances.
- Decorative amenities.

- Fees to prepare building permit plans.

- Housing for Hamilton Community Improvement Project Area (HHCIPA), except Sub Area 2 – Roxborough.
Selection criteria
- Applications are subject to approval and the availability of funds at the absolute discretion of the General Manager of the Healthy and Safe Communities Department.
- City Council or its delegate may reject an application if the commercial relationship between the City and the applicant has been impaired, including litigation with the City.
- City Council or its delegate may reject an application if due diligence identifies municipal property tax arrears, overdue mortgage payments, no property insurance, or zoning, building, fire, or other order non-compliance on the subject Site.
- City Council or its delegate may reject an application if the GM determines there is a financial risk to the City or credible information of recent or repeated illegal activity affecting the applicant’s honesty and integrity.
How to apply
- Submit a complete Program application to the Healthy and Safe Communities Department through the Housing Secretariat Division.
Processing and Agreement
- Housing Secretariat staff review applications for eligibility, and acceptance of an application does not imply approval.
- No decision is made until a building permit has been issued in writing for all Eligible Unit(s) required for eligibility.
- The City conducts due diligence on the Site and the Applicant before any recommendation and before payment of the Grant advance.
- Conditionally approved applicants must enter into a Grant Agreement with the City before any Grant advance is paid.
- The Grant is paid in two advances, subject to a written request and compliance with the program conditions; the second advance also requires an occupancy permit, an Electrical Safety Authority Certificate of Acceptance, and approved construction invoices for Eligible Costs.
