Eligibility

Who is eligible?

  • Newly appointed federal public service employees.
  • Employees appointed or assigned for one year or more.
  • Members of the Canadian Forces on initial appointment to the public service.
  • RCMP members on initial appointment to the public service.
  • Ab initio candidates hired for training before a public service position.

Who is not eligible

  • EX/GIC appointees.
  • Employees who are not newly appointed to the federal public service.
  • Appointments or assignments of less than one year.

Eligible expenses

  • House hunting trips and destination home inspection trips.
  • Interim accommodation and actual lodging costs.
  • Travel to the new location, including air, train, or bus.
  • Movement of household goods and effects, and vehicle rental.
  • Child care, pet care, and incidental expenses.

Ineligible Costs and Activities

  • Purchase or disposal of a principal residence.
  • Rental-related expenses tied to a principal residence.
  • Reimbursement of relocation expenses internally by departments.
  • Use of government-contracted travel services or household goods contracts is not authorized.

Eligible geographic areas

  • Canadian federal public service departments and agencies listed in Schedules I and IV of the Financial Administration Act.
  • Relocations from abroad for initial appointments.

How to apply

  • Step 1: Appointment and relocation authorization
    • Accept the letter of offer.
    • The employer authorizes the relocation.
  • Step 2: File referral and service arrangements
    • The employer refers the file to the contracted relocation services provider.
    • Arrange relocation services and, if needed, request an advance of funds.
  • Step 3: Complete the relocation
    • Make travel, accommodation, and shipment arrangements.
    • Keep receipts and supporting documents for eligible expenses.
  • Step 4: Submit the claim
    • Submit the complete expense claim with supporting documents within 60 days of arrival at the new place of duty.

Processing and Agreement

  • The employer authorizes the relocation and must ensure compliance with the addendum.
  • Relocation expenses are reimbursed by the contracted relocation services provider, not internally by departments.
  • In exceptional cases, expenses incurred up to 30 days before acceptance may be post-authorized.
  • Post-authorization beyond 30 days requires approval from the TBS Program Authority.
  • A two-year service agreement is required for assistance to remain in effect.
