2024–2025 Services delivered: expenditure-based funding

• Service plan submission
• Monthly payment request for the provincial grant
• Overpayment management report, if not in the social assistance management system
• Active cases list requiring medical review, if not in the social assistance management system
• Annual overpayment write-off report, where applicable

Who is eligible?

• Service providers under ODSP Employment Supports.
• Organizations delivering employment-related supports for clients with disabilities.

Eligible expenses

• Gross salary and wage payments for employment supports program staff directly involved in program delivery.
• Staff training activities and learning and development for employment supports program staff.
• Building occupancy expenditures attributable to the employment supports program, such as rent, property tax, and insurance.
• Travel and communication expenses incurred conducting activities for the employment supports program.
• Allocated Central Administration, supplies and equipment, and other program/service expenditure.

Ineligible Costs and Activities

• Client-support costs that are not part of the approved program expenditure categories.
• Costs not included in the ministry-approved service plan.

• Step 1: Prepare the service plan
  • Set out the expenditure requirements in the service plan submission.
  • Use the eligible categories described in the program guidelines.
• Step 2: Submit for ministry approval
  • Send the service plan to the ministry for approval.
  • Await the ministry’s review and approval of the submitted plan.
• Step 3: Deliver and report
  • Carry out the approved services and record eligible expenditures.
  • Submit required reports using the ministry’s online systems or other required methods.

• Funding is approved through the signed contract and service plan.
• Expenditures and unspent funds are reconciled at completion or early termination.
• Amounts may be recovered according to ministry business practices and policies.
• Reporting is required through online systems or other ministry-approved methods.

• Recipients must submit reports through online systems or other required methods.
• User registration and identity verification are required for reporting.
• All expenditures and unspent funds are subject to reconciliation and recovery if the contract ends or is terminated early.
