Who is eligible?

  • Canadian small and medium organizations
  • Canadian civil society organizations
  • Educational institutions in Canada
  • Private-sector organizations
  • Non-profit organizations

Who is not eligible

  • Organizations not legally incorporated in Canada
  • Organizations that do not meet the SMO financial definition
  • Organizations that already submitted more than one application under this call
  • Organizations previously approved under the 2017 call

Eligible expenses

  • Project salaries, consultant fees and direct travel
  • Training, course development, translation and meeting costs
  • Equipment, supplies, and related shipping or maintenance
  • Project administration costs directly related to implementation

Ineligible Costs and Activities

  • Profit-generating activities
  • Public engagement activities for Canadians
  • Costs incurred before the funding agreement is signed
  • Replacement teaching time costs
  • Any project costs that are not directly related to the project

Selection criteria

  • Strong alignment with the call’s objectives and FIAP action areas
  • Clear rationale, theory of change and expected outcomes
  • Strong gender equality and human rights integration
  • Demonstrated organizational capacity and relevant project experience
  • Innovation, risk management and sustainability of results

How to apply

  • Step 1: Prepare the concept note
    • Complete the concept note form.
    • Complete the Canadian SMO attestation form.
    • Gather the required financial statements and proof of legal status.
  • Step 2: Register and access the portal
    • Ensure the organization is registered in Partners@International.
    • Review the portal instructions before submitting.
  • Step 3: Submit the application
    • Upload the complete package through Partners@International.
    • Submit before the deadline.
  • Step 4: Await review and invitation decision
    • Global Affairs Canada reviews the concept note.
    • Selected applicants may be invited to submit a full proposal.

Processing and Agreement

  • Concept notes are reviewed for eligibility first.
  • Eligible concept notes are assessed against the call criteria.
  • Only a limited number of organizations are invited to submit a full proposal.
  • Funding decisions are made only after full proposal review.
  • Applicants are notified of the outcome after the review process.

Additional information

  • Concept notes are the first step of a two-stage process.
  • Funding is not guaranteed at the concept note stage.
  • Applicants invited to the second stage will have about eight weeks to submit a full proposal.
  • Preference is given to projects in Sub-Saharan Africa.
