Eligibility

Who is eligible?

  • Property owners
  • Their authorized agents
  • Private sector property developers

Who is not eligible

  • Properties owned by an upper level of government, its agencies, or crown corporations
  • Applicants responsible for causing the site contamination
  • Properties with uses that are fully or partly exempt from municipal property taxes

Eligible expenses

  • Environmental rehabilitation and site clean-up costs
  • Phase II environmental site assessment, remedial action plan, and site-specific risk assessment
  • Record of Site Condition preparation
  • Demolition of abandoned or derelict buildings
  • Environmental monitoring, clean fill, grading, and related LEED fees

Ineligible Costs and Activities

  • Phase I environmental site assessments
  • Retroactive costs incurred before approval
  • Financing costs and insurance costs in specified areas
  • Development charge and impost fee exemptions for new applications, except where expressly allowed

How to apply

  • Step 1: Pre-consultation
    • Pre-consult with City staff to confirm program eligibility.
    • Discuss the property, project concept, and required studies.
  • Step 2: Prepare application
    • Complete the relevant program application.
    • Assemble the required technical studies, plans, and supporting information.
  • Step 3: Submit to the City
    • File the complete application with the City.
    • Applications may be submitted concurrently for multiple program components.
  • Step 4: City review and Council decision
    • City staff review the application and supporting materials.
    • A report is prepared for Council’s approval or rejection.
    • The applicant is notified in writing of the decision.
  • Step 5: Agreement and implementation
    • If approved, execute the Brownfield Site Agreement and related bylaw.
    • Proceed with eligible work and submit required follow-up documentation for payments.

Processing and Agreement

  • Application review by City staff.
  • Staff report submitted to Council with a recommendation to approve or reject.
  • Applicant notified in writing of Council’s decision.
  • If approved, a Brownfield Site Agreement and related bylaw are executed.
  • Grant payments begin only after required conditions are met.
