Role of the Windsor-Essex Children’s Aid Foundation in the funding ecosystem
The Windsor-Essex Children’s Aid Foundation (WECAF) is an incorporated charitable foundation associated with, but distinct from, the Windsor-Essex Children’s Aid Society. Governed by its own board of directors, the foundation’s core role is to raise and distribute funds to programs that enhance the safety, well-being and life prospects of vulnerable children, youth and families in Windsor-Essex County. Its mission is to provide financial support through fundraising initiatives and public education so that children in care and families in need can access opportunities not covered by regular government funding.
WECAF manages a portfolio of funding streams grouped under general, seasonal and education programs, as well as larger “Anchor Programs” introduced through its three-year community campaign “Children, Youth & Families – Strength for Today, Opportunities for Tomorrow.” These funded initiatives cover basic needs, family stabilization, mental health supports, enrichment activities and youth transition supports, ensuring that 100% of donated funds remain in Windsor-Essex.
Funding themes and typical programs
On the family side, the foundation finances interventions that reduce stress and isolation and help caregivers build strong, nurturing home environments. Examples presented in the Case for Support include counselling and mental health services tailored to family needs, early intervention supports for new parents, and an Embracing Families Fund that can pay for essentials such as beds, furniture, extracurricular activities and other items that help relatives safely care for children.
For youth, particularly those aging out of care and living independently, WECAF funds employment skills training, homelessness prevention and housing supports, financial literacy, and targeted mental health services through initiatives like the Talk It Out Project. The foundation also supports diversity-focused programming for Black, African, Caribbean & Canadian (BACC), Indigenous and LGBTQ2S+ youth, ensuring culturally responsive resources and experiences.
Long-standing programs supported by the foundation include the “Fresh Air” summer camp program, a Holiday Program for hundreds of families each winter, a Back to School Backpack Program, creative expression activities in the arts, and a Family Well-Being Program offering workshops on parenting, home management and financial skills. Many of these initiatives exist only because of community donations channelled through the foundation.
Education bursaries and youth success
Education is a major focus of WECAF’s funding. Through its education programs, the foundation offers bursaries that help youth in care or formerly in care pursue apprenticeships, college or university. These bursaries assist with tuition as well as living costs, particularly for youth living on their own, enabling them to concentrate on their studies. The bursaries page notes that an application process is in place for young people interested in post-secondary support, and donor contributions are promoted as a way to create lasting success stories.
Publics served and overall impact
The foundation primarily serves children and youth connected to the child welfare system and their families, many of whom face poverty, food insecurity, mental health challenges and limited social supports. By financing practical kits (e.g., hygiene, cleaning, bedroom and baby supplies), recreational opportunities, recognition events and targeted supports, WECAF aims to build resiliency, self-confidence and a sense of belonging for young people. Its work complements statutory child protection services by filling gaps with flexible, donor-funded assistance tailored to individual needs.
Through more than forty years of community support, the Windsor-Essex Children’s Aid Foundation has become a key local funding body for non-governmental supports in child welfare, helping thousands of children, youth and families in Windsor-Essex to access resources and opportunities that would otherwise be out of reach.
