Grant and Funding Programs Offered by Vancouver Police Foundation (VPF)

The Vancouver Police Foundation (VPF) is a federally registered charity and provincially incorporated non‑profit society created in 1976 by concerned citizens. Its purpose is to provide financial support for Vancouver Police Department (VPD) officer‑initiated projects and related community initiatives that fall outside the City of Vancouver’s regular policing budget. By raising private and corporate donations, the Foundation transforms ideas from front‑line officers and civilian staff into funded programs that save lives, prevent crime and build safer neighbourhoods.

Since its inception, the VPF reports having granted more than $14.5 million to nearly 300 innovative programs, with over $5 million distributed to more than 100 initiatives in 2025 alone. Funding is organized into major streams such as Public & Personal Safety, Community Outreach & Engagement, Technology & Equipment, and broader areas like youth programs and mental health and addictions. The Foundation explicitly does not fund core policing services and has no role in VPD operations; its focus is on community‑building and prevention.

Each year, VPD members submit proposals for new projects ranging from youth leadership and gang‑prevention programs to personal safety training for women, supports for vulnerable people in the Downtown Eastside, fraud prevention for seniors, and specialized tools for units like K9. The Foundation’s Board reviews these proposals and allocates grants, turning them into real programs that officers often deliver on their own time, after shifts or on days off.

Funds raised by the VPF are disbursed both to internal VPD‑led initiatives and, in some cases, to outside community organizations that have developed strong working relationships with the VPD. This allows the Foundation to back collaborative projects where police and community partners jointly address local safety and social challenges.

Programs supported by the Vancouver Police Foundation target a wide range of groups, including at‑risk youth, women and girls, seniors, people facing mental health and addiction challenges, and residents of marginalized neighbourhoods.
