Grant and Funding Programs Offered by Tropicana Community Services, Employment and Social Development Canada (SBCCI)

The Supporting Black Canadian Communities Initiative (SBCCI) is a federal grants and contributions initiative delivered by Employment and Social Development Canada. Launched in 2019, it aims to celebrate the contributions of Black communities in Canada while tackling anti-Black racism and systemic inequities. SBCCI provides financial support to Black-led and Black-serving community-based non-profit organizations across the country to build strong organizational infrastructure and improve services in Black communities.

SBCCI operates through several complementary funding pillars. A major part of its portfolio is capacity building, where grants help organizations strengthen governance, management, fundraising, and service delivery. Another key component is capital assistance, which funds equipment purchases and minor renovations to work and community spaces, such as upgrading technology or improving community facilities like kitchens and meeting spaces.

Under the capacity building stream, SBCCI works through a National Funders Network composed of four Black-led organizations: Tropicana Community Services, Black Business Initiative, Groupe 3737, and Africa Centre. These national funders redistribute federal funds as grants to smaller Black-led and Black-serving organizations in their respective regions. According to Canada.ca, the network has supported around 1,300 projects with tens of millions of dollars in funding over multiple rounds.

Capital assistance funding is managed directly by Employment and Social Development Canada through calls for proposals. This stream focuses on discrete capital projects that allow organizations to expand or modernize their infrastructure to better serve Black communities. Details of funded projects are published through the Government of Canada’s Open Government portal, underscoring the program’s transparency and accountability.

Beyond direct organizational support, SBCCI includes systems change and emerging priorities pillars. The systems change pillar funds initiatives that address structural barriers faced by Black communities and promote recognition of their contributions in Canada. The emerging priorities pillar responds to needs identified by Black community stakeholders, enabling timely support for new or urgent issues.

SBCCI also supports the work of the External Reference Group, an advisory body that guides the minister responsible for diversity and inclusion on matters related to SBCCI and the United Nations International Decade for People of African Descent. In addition, the initiative has invested in the development of the Canadian Institute for People of Afrikan Ancestry and other projects that contribute to long-term institutional capacity for Black communities.

The primary beneficiaries of SBCCI funding are Black-led and Black-serving non-profit and community organizations across Canada. These organizations work in diverse fields such as social services, culture, economic development, youth programs, and community infrastructure. Through close to $200 million in announced investments since 2019, SBCCI contributes to more resilient Black community organizations, better equipped facilities, and stronger networks of practice among Black leaders and institutions.

Overall, SBCCI plays a significant role in the Canadian funding ecosystem as a dedicated federal initiative focused on addressing historical underfunding of Black organizations and enabling long-term, community-driven development.
