Grant and Funding Programs Offered by Toronto Public Library Foundation (TPLF)

The Toronto Public Library Foundation is the official fundraising partner of Toronto Public Library, one of the busiest public library systems in the world. Since 1997, the Foundation has worked to amplify and accelerate the Library’s work by securing philanthropic support from individuals, families, corporations and other donors. Funds raised are invested directly in Toronto Public Library initiatives rather than distributed through open external calls, but they nonetheless function as project-based funding that underpins a wide range of public services.

The Foundation focuses on priority areas where charitable dollars can have the greatest impact: technology and digital skills, inclusive and flexible library spaces, equitable access to information, and programs that serve vulnerable or equity-deserving communities. Examples highlighted on the site include donor-supported After School Clubs that provide healthy snacks and activities for children, financial empowerment services connecting residents to expert advice, youth career-coaching programs, newcomer entrepreneurship initiatives and a city-wide effort to reduce social isolation among seniors.

Across these funding streams, the Foundation emphasizes support for newcomers, Indigenous peoples, racialized and LGBTQ+ communities, low-income residents and other groups facing barriers to education, employment or social participation. By channeling donations into Toronto Public Library’s programs, collections, technology and staff capacity, the Foundation helps the system offer free Wi‑Fi and computers, digital literacy training, workforce development programming, welcoming branch spaces and culturally responsive collections available in many languages.

The Foundation also backs research and evaluation projects that demonstrate the Library’s social and economic impact. For example, the Social Impact Study of Toronto Public Library and the Bridge / Library Impact Ontario technology impact work were funded through donor contributions coordinated by the Foundation. These studies give donors, partners and policymakers robust evidence of how funded services improve well‑being, learning, digital inclusion and community resilience.

The Toronto Public Library Foundation publishes annual reports, audited financial statements, newsletters and media releases, giving insight into major gifts, campaign results and funded initiatives. This transparency supports strong governance and assures stakeholders that contributions are used to advance clearly defined Library priorities. While it does not administer competitive grant programs to external organizations, the Foundation plays a central role in Toronto’s philanthropic landscape by transforming charitable gifts into sustained program and capital support for the city’s public library system.
