Role of Saskatchewan Association of Watersheds in the Funding Ecosystem

As the provincial umbrella organization for watershed stewardship, SAW serves as a key delivery agent for federal and provincial funding programs targeting agricultural and environmental outcomes. The organization works directly with Agriculture and Agri-Food Canada, Environment and Climate Change Canada, and Fisheries and Oceans Canada to distribute funding to Saskatchewan producers, landowners, and communities.

Major Funding Programs

The flagship program is the Saskatchewan Watersheds Environmental Agricultural Program (SWEAP), a $40 million initiative through the On Farm Climate Action Fund. This program supports three main categories: nitrogen management (including polymer coated urea, inhibitors, legume rotations, and equipment upgrades), cover cropping adoption, and rotational grazing expansion. Payments are made to eligible producers implementing these beneficial management practices.
Additional programs include the Climate Change Adaptation Planning initiative (ECCC-funded), Protecting Species at Risk (DFO-funded), and various biodiversity and shoreline stewardship projects.

Eligibility and Application Process

For SWEAP, applicants must work with SAW's Agri-Environmental Coordinators. Projects must be either new practices or expanded acres not done prior to 2022, endorsed by a licensed agrology professional. Total payments cannot exceed $100,000 from all OFCAF funding sources between February 2022 and March 2028.
