P2P est une stratégie régionale de réduction de la pauvreté établie en 2008, financée conjointement par la Ville de Windsor et le County d'Essex. Le programme vise à augmenter les opportunités pour les résidents les plus vulnérables de Windsor-Essex afin qu'ils puissent atteindre leur plein potentiel et participer pleinement à la société.

La stratégie renouvelée 2024-2028 a été adoptée à l'unimité par les conseils de la Ville de Windsor et du County d'Essex au printemps 2024. Elle a été élaborée par un processus de consultation régionale ayant reçu les contributions de plus de 300 voix communautaires.
