Grant and Funding Programs Offered by Fondation Equilibre Saguenay Lac-St-Jean (FCSLSJ)

The Saguenay–Lac-Saint-Jean Community Foundation is a charitable organization created in May 2011 to develop long-term philanthropic capital for the benefit of communities. Born from a local desire to repatriate fund management to the region, it now manages more than 12 million dollars in assets on behalf of individuals, families, organizations and corporations. The foundation receives donations that are pooled into endowed and managed funds, invests the capital prudently, and redistributes part of the investment income as grants to a wide range of non-profit and charitable organizations.

Its mission is to contribute to community development by supporting organizations throughout the Saguenay–Lac-Saint-Jean region and, through certain programs, neighbouring regions such as Abitibi-Témiscamingue and the Côte-Nord. Areas of support include arts and culture, education, environment, health and mental health, social services, community development, heritage and religious assets.

The foundation structures its support through several families of funds: perpetual funds (including the SVP funds, scholarship funds, health funds, international involvement funds and community support funds), funds under management, and funds connected to governmental matching programs such as Mécénat Placements Culture and the Canada Cultural Investment Fund. Donors can create designated or undesignated endowment funds and specify causes or organizations to be supported, or allow the foundation to direct resources toward priority needs.

The foundation also acts as a local administrator for major federal funding initiatives. It has participated in the Canadian Healthy Communities Initiative and the Community Services Recovery Fund, distributing substantial sums on behalf of the Government of Canada to help community organizations adapt, modernize and improve the sustainability of their services in the post‑pandemic context.

Among its guiding principles, the foundation commits to strengthening community capacity, encouraging dialogue between donors and organizations, fostering partnerships and endowment funds, and establishing effective and innovative grant programs. While detailed criteria may vary by fund or program, the overall approach emphasizes impact on quality of life, alignment with community needs, and sound stewardship of donated capital. The governance structure, consisting of a board of directors, an investment committee and a board of governors, ensures transparent management of assets and responsible allocation of funding.

Since its creation, the foundation reports that more than 60 donors and organizations have contributed, allowing almost 2 million dollars to be returned to the community. Beneficiaries include charities and non-profits working in poverty reduction, youth services, cultural organizations, educational institutions, historical and religious heritage, sports and recreation, and mental health. Through its mix of local funds and participation in national programs, the foundation plays a key role in channeling both private philanthropy and public investment to front-line organizations across the Saguenay–Lac-Saint-Jean region and beyond.
