Grant and Funding Programs Offered by Elkhorn & Area Foundation Inc. (EAF)

Elkhorn & Area Foundation Inc. is a community foundation established in 1998 to serve the Village of Elkhorn, Manitoba and surrounding areas. Operating under the umbrella of The Winnipeg Foundation and as a member of Community Foundations of Canada, it manages an endowment fund that has grown to approximately $1.8 million. Income from this endowment is distributed through grants and scholarships to strengthen local quality of life over the long term.

The Foundation provides annual grants to Canada Revenue Agency–registered charities, and to non-profit organizations that partner with a qualified charitable sponsor. Its funding supports a wide range of community priorities, including cultural and recreational activities, education, health care, heritage preservation, environmental initiatives and other charitable purposes. A formal review process, overseen by the volunteer Board of Directors, ensures that grants respond to emerging needs and have tangible impact in Elkhorn and nearby communities.

Each year, the Foundation runs a community grants cycle with a fixed deadline of March 31. Applicants must submit a detailed Grant Application, financial statements, letters of support where applicable, and a project budget. Funded projects have included upgrades to community centres and arenas, museum restorations, health equipment for regional facilities, playgrounds, cemeteries, conservation and tree-planting projects, as well as initiatives led by local service clubs and volunteer groups.

In addition to project grants, the Foundation administers scholarships for graduating students of Elkhorn School. These scholarships, typically awarded annually in multiple equal amounts, are designed to help youth pursue post-secondary education and to recognize academic achievement and community involvement.

The Board favours proposals that demonstrate strong planning, community support, efficient use of limited resources and significant benefit to the local population. Volunteer involvement and citizen engagement are viewed as important strengths. Grants are not made to individuals, political or religious activities, annual fund drives, operating expenses or to establish other endowment funds. Successful applicants sign a granting contract and must submit a Grant Evaluation Report by year-end, describing results and use of funds.

The Foundation began when four community members contributed an initial $12,000, which leveraged matching support and allowed the first grant of $185 in 1999 to the Elkhorn District Community Centre. Since then, cumulative grants and scholarships have exceeded half a million dollars, reflecting steady growth in the endowment and ongoing donor support. A landmark $1 million bequest from the estates of Gilbert and Milburn Soder in 2016 significantly increased the Foundation’s capacity to fund future projects.

Elkhorn & Area Foundation primarily serves residents of Elkhorn and neighbouring rural communities by funding non-profit and charitable organizations that improve local amenities and services. Examples of impact range from spray parks and arena seating to early learning centres, health equipment, museum improvements, and community branding projects. Through its Youth in Philanthropy partnerships and scholarship program, the Foundation also engages young people in community leadership and supports their educational aspirations.

The Foundation publishes annual financial reports and showcases funded projects, grant recipients and scholarship winners on its website. This transparency helps donors, partners and residents see how endowed funds are invested and how grants contribute to making Elkhorn and area a better place to live, work and play.
