Role of the Department of Health and Community Services in the funding ecosystem
The Department of Health and Community Services (HCS) is the provincial authority responsible for health and community services policy and programs in Newfoundland and Labrador. In addition to planning and oversight, the department manages targeted grant and funding initiatives that enable communities and organizations to deliver prevention, promotion and wellness activities aligned with provincial strategies.
A key example is the Community Addictions Prevention and Mental Health Promotion (CAPMHP) Grant Funding Program. Established by HCS in 2005 and delivered annually, this fund provides financial support to individuals, community groups, Indigenous schools and non-profit organizations that seek to increase awareness and understanding of mental health, substance use and addictions across Newfoundland and Labrador.
Funding themes and target groups
The CAPMHP Fund focuses on three main areas: reducing harms and costs related to alcohol; promoting life and preventing suicide; and collaborating to build positive mental health and resilience. Eligible initiatives may include public education campaigns, community-based workshops, training related to screening and referral, or projects that strengthen social connection and hope in vulnerable groups.
Applications must focus on defined target groups such as people with lived or living experience, families affected by suicide or substance use, Indigenous communities, first responders, 2SLGBTQIA+ people, post-secondary students, youth, pregnant individuals and seniors. Projects must take place within Newfoundland and Labrador and demonstrate broad community benefit.
General eligibility and assessment approach
Through the CAPMHP program, applicants can request up to $10,000 per project, within an annual funding envelope of $200,000. Eligible costs include resource materials, communication and printing, and honoraria or travel for resource people, while core operating expenses, salaries, capital costs and private-sector initiatives are excluded. Proposals are reviewed against criteria such as alignment with priority areas, sustainability beyond the project year, filling identified gaps in services, inclusiveness and the strength of partnerships.
HCS provides a detailed application guidance document and a standardized application form. Completed applications must be submitted by email to an official departmental address by the stated deadline, and only complete applications are considered. Successful recipients are required to complete a final report within 12 months of receiving funds; lack of reporting may affect eligibility for future funding.
Partnerships and implementation
The department administers the CAPMHP Fund in partnership with NL Health Services. Regional mental health promotion and addictions prevention staff in each health zone are available to advise applicants and support project planning. This collaborative model helps ensure that funded projects are coordinated with broader provincial plans such as the Provincial Alcohol Action Plan and “Our Path to Resilience – An Action Plan to Promote Life and Prevent Suicide.”
