Charlotte Eleanor Englehart Hospital Foundation (CEEHF) is a community-based charitable foundation dedicated to advancing rural healthcare in Petrolia and across rural Lambton County, Ontario. Established in 1985 by a volunteer Board of Directors, the Foundation exists to raise and provide funding for capital acquisitions and priority projects at Charlotte Eleanor Englehart Hospital of Bluewater Health (CEEH). To date, it reports having raised more than $4 million in support of hospital programs and services.

CEEHF channels donations from individuals, businesses and community events into concrete investments in hospital infrastructure, technology and patient care environments. Key funded initiatives have included emergency department redevelopment, equipment for the Pat Mailloux Eye Centre, laboratory equipment, upgrades to patient and family rooms, physiotherapy equipment, and extensive renovations to acute care patient rooms and washrooms. The Foundation also supports physician recruitment and makes an annual commitment toward CEEH capital requests.

The Foundation does not run open-call grant competitions; instead, it operates as a dedicated hospital foundation, directing funds to internal capital and equipment priorities identified by CEEH of Bluewater Health. Donations can be designated to specific departments or projects—such as new medical equipment—or directed to areas of greatest need at the hospital. Campaigns have supported emergency and diagnostic imaging renovations, rural health capital improvement projects and various infrastructural upgrades.

CEEHF leverages a range of fundraising mechanisms, including direct donations, wills and bequests, gifts of securities, life insurance, charitable gift annuities, real estate and residual interests. It partners with Bluewater Health Foundation on major regional initiatives such as the long-running Dream Home Lottery and the annual Golf Fore Charlotte tournament, with proceeds benefiting CEEH.

The primary beneficiaries of CEEHF’s funding are patients, families, staff and physicians at Charlotte Eleanor Englehart Hospital, which provides care to residents of Petrolia, Lambton County and surrounding rural communities. By financing modern equipment and facilities that are not fully funded through government sources, the Foundation helps maintain a high standard of rural healthcare delivery. Recognition programs, such as a donor wall for major gifts, underscore the importance of community philanthropy in sustaining the local hospital.

CEEHF is governed by a volunteer Board of Directors that brings diverse skills and experience in hospital philanthropy. Non-voting ex officio members include leaders from Bluewater Health, the CEEH Auxiliary and Bluewater Health Foundation, reflecting close institutional collaboration. As a registered charity, the Foundation issues tax receipts and operates with an explicit commitment to stewarding gifts with care, focusing funds on clearly articulated capital and service priorities at CEEH of Bluewater Health.
