Who is eligible?

• Quebec private companies
• Aerospace companies
• Companies collaborating with public research centres
• Companies collaborating with other private businesses

Who is not eligible

• Government-controlled companies or municipal entities
• Companies majority-owned by a Crown corporation
• Companies in bankruptcy or creditor protection
• Companies on the Quebec francization non-compliance list or the public contracts registry
• Holding companies and businesses in excluded sectors such as weapons, fossil fuels, gambling, sexual exploitation, tobacco or drugs

Eligible expenses

• Project labour costs and management labour costs in Quebec
• External consultants, specialized subcontracting, testing and certification
• Equipment, raw materials, rentals, transport, and foreign experts in Quebec
• Communication, intellectual property protection, and licence fees
• Project governance and reporting costs of the newly created non-profit organization

Ineligible Costs and Activities

• Expenses incurred before the complete admissible application was filed
• Subcontracting or specialized services performed by partner companies
• Partner executive salaries and regular operating expenses
• Debt service, capital repayments, land, building, and infrastructure costs
• Sales taxes and related-party transaction fees

• Step 1
  • Read the application guide and project requirements.
  • Request the template financial assistance agreement by email.
• Step 2
  • Complete the financial assistance application form.
  • Prepare the required annexes and supporting documents.
• Step 3
  • Sign the completed application form.
  • Send the application by email to the program address.
• Step 4
  • Wait for the electronic acknowledgment of receipt.
  • Selected projects are later announced by the ministry.

• Applications were first checked for administrative admissibility.
• Eligible files were then evaluated by a selection committee.
• The ministry announced decisions after committee approval of selected projects.
• Approved projects required a signed offer letter and a project implementation agreement with IQ and the new non-profit organization.
• Funding could be reduced, suspended, or terminated if obligations were not met.
