Who is eligible?

• Owners of residential, commercial, or mixed-use buildings
• Owners of commercial, mixed-use, or residential projects covered by the program

Who is not eligible

• Federal government ministries or agencies
• Quebec government ministries or agencies
• Non-profits or cooperatives receiving ongoing social-housing operating subsidies
• Owners with unpaid taxes owed to the City

Eligible expenses

• Eligible work related to demolition, new construction, expansion, renovation, or transformation of a main building
• Tax credit on the increase in property taxes generated by the reassessed building value

Ineligible Costs and Activities

• Projects for federal or Quebec government ministries or agencies
• Projects for certain non-profits or cooperatives receiving ongoing social-housing operating support
• Buildings in high-risk flood zones, unless flood-protection work is included
• Properties with unpaid taxes owed to the City

Eligible geographic areas

• Buildings located within the Grande-Côte economic hub in Saint-Eustache

• Alignment with the program’s revitalization objectives
• Compliance with the quality criteria set by the city
• Priority criteria may be established by the city

• Step 1: Obtain the required permit
  • Submit the project under the applicable urban planning process.
  • Ensure the permit is issued after the by-law came into force.
• Step 2: Complete the eligible work
  • Carry out the approved work within the required deadline.
  • Use a contractor holding a valid RBQ licence.
• Step 3: Notify the city after completion
  • Inform the Urban Planning Department when the work is finished.
  • Allow the building inspector to verify compliance on site.
• Step 4: Submit supporting documents
  • Provide the documents requested by the city to confirm compliance.
• Step 5: Receive the tax credit
  • The finance department applies the credit after the municipal assessor’s certificate is received.

• The city reviews the request after the eligible work is finished.
