Eligibility
- The applicant must be a municipality or regional district located within Northern Development’s service region.
- The project must involve the construction of a minimum of four new self-contained residential dwelling units through new construction or conversion of a non-residential building.
- The project must align with needs identified in the community’s adopted housing needs assessment (completed within the last five years).
- Projects must be shovel ready at the time of funding confirmation, with all necessary bylaw amendments completed.

- Organizations involved in subsidized housing.
- Businesses engaged in supportive housing projects.
- Entities operating transition housing facilities.

- Operators of retirement homes, nursing homes, and assisted living facilities.
Eligible expenses
- Direct financial incentive provided to developers upon completion of new multi-unit residential housing projects (provided through the local government as a pass-through grant).

Selection criteria
- Alignment between the proposed development and the recommendations included in the community’s housing needs assessment.
- Evidence of broad-based support from multiple stakeholders.
- Project readiness (“shovel ready” status) upon approval of funding.
- Inclusion of accessibility units for people who experience disabilities.
- Contribution to environmental sustainability.
Additional information
- Approved grant funds are disbursed in one payment after project completion and submission of satisfactory reporting documentation.
- The grant provided to local governments must be fully passed along to the developer as a direct incentive.
- Reporting must include the final occupancy permit and use the designated Northern Housing Incentive Reporting Form.
- Incomplete applications will not be reviewed and late applications will automatically be moved to the next funding cycle.
