- Properties with unresolved municipal fines, arrears, or work orders
- Properties not in compliance with the required agreement

- Properties receiving other tax relief programs, including provincial programs and conservation easements
- Refunds for applications that do not meet the minimum eligible amount of $250 in Owen Sound
