Overview
The Heritage Façade Rehabilitation Program offers grants of up to $50,000 to support the rehabilitation and seismic stabilization of façades on registered heritage buildings in Vancouver. Funding covers activities such as storefront conservation, restoration of building envelope materials, and preservation of historic architectural features.
Financing terms and conditions
- Funding covers 50% of eligible project costs, up to a maximum of $50,000 per principal façade.
- Buildings on corner sites may be eligible for grants for each principal façade.

Eligibility
- The building must be privately owned, either commercial or non-commercial (including non-profits).
- The property must be listed on the Vancouver Heritage Register.
- The building must be constructed primarily of unreinforced masonry.
- The property owner must not be in arrears on property tax payments.
- The project must be completed in compliance with all applicable heritage conservation standards, design guidelines, and relevant bylaws before any funds are disbursed.
Who is eligible?
- Privately owned commercial building owners
- Privately owned non-commercial building owners, including non-profits
- Tenants of eligible heritage buildings (with owner consent)
Who is not eligible
- Buildings not listed on the Vancouver Heritage Register.
- Properties constructed primarily of wood-frame or materials other than unreinforced masonry.
- Publicly owned buildings (only privately owned properties are eligible).
- Properties with owners in arrears on property tax payments.
- Applicants seeking retroactive funding for already completed work.
Eligible expenses
- Conservation and repair of ground floor storefronts.
- Seismic stabilization of major projecting architectural components (such as cornices, parapets, historic signs).
- Conservation of building envelope materials (including brick, stone, or wood).
- Restoration or repair of windows and doors on the principal façade.
- Conservation or repair of exterior architectural features, historic signs, and awnings.
- Architectural lighting on principal façades.
- Consultant fees and application preparation costs (only for successful applications).

Selection criteria
- Level and quality of heritage conservation work proposed.
- Seismic stabilization work proposed.
- Rehabilitation of ground floor for active uses.
- Relationship of building to groupings of heritage buildings.
- Compliance with design guidelines, conservation standards and principles, and by-laws.
- Amount of incentive being sought as a proportion of capital investment (projects proposing a higher level of private investment are considered more favourably).

- Consult City of Vancouver staff to review your proposal and application requirements
- Receive feedback on your project concept and approach to heritage conservation

Prepare required documentation
- Review and download the Policies and Procedures document (PDF)
- Review the Step-by-Step Guide on Completing the Application Form (PDF)
- Gather all required supporting documents

Complete and assemble your application
- Complete the application form for the Heritage Façade Rehabilitation Program
- Include a cover letter describing the proposed work, a Statement of Significance, Conservation Plan, architectural drawings/renderings, and a minimum of three competitive cost estimates
- Ensure all eligibility criteria are met before submission

Submit your application to the city
- Submit your completed application form and all supporting documentation to the City of Vancouver
- Option to save your progress and continue later

Application evaluation and review
- City staff and advisory committee review the application for compliance with relevant policies, regulations, and incentive criteria
- Receive feedback and a preliminary decision from staff

Grant approval and legal agreements
- City Council reviews staff recommendation and votes on approval of the façade grant (requires 2/3 majority)
- If approved, legal agreements are registered on the property title

Complete construction and conservation work
- Obtain any further permits required for construction (e.g., building permits)
- Begin and complete the rehabilitation and conservation work as approved

Submit completion documents and inspection
- Submit a Letter of Completion with necessary supporting documents, including financial statements and proof of work completion
- City staff conduct a site inspection to verify the status and compliance with the agreement

Receive grant payment
- Upon successful review and site verification, the City authorizes and disburses the grant payment electronically
- Ensure all requirements are fully met to receive the payment
Additional information
- The program covers 50% of eligible costs, up to a maximum of $50,000 per principal façade.
- Tenants may apply with the written consent of the property owner.
- Buildings on corner sites may be eligible for grants for more than one principal façade.
- Applicants are responsible for all costs associated with preparing and submitting an application; these may be partially recoverable if the application is successful.
