Who is eligible?
- People who reside in Manitoba and are registered with the Manitoba Health Services Insurance Plan.
- People who are 55 years of age or over.
- Single applicants with a net family income of $9,722.40 or less.
- Married applicants or people living in a common-law relationship with a net family income of $16,207.20 or less.
Who is not eligible
- People eligible to receive benefits under the Old Age Security Act (Canada).
- People incarcerated in a provincial correctional institution or a federal penitentiary.
- People receiving income assistance or general assistance under The Manitoba Assistance Act, except an allowance or assistance paid only with respect to health care benefits under that Act.
- People receiving social assistance, other than only with respect to health care benefits, from the Government of Canada or an Indian band.
How to apply
- Make the application for benefits in the form approved by the Minister.
- Provide any other information or documents the Minister or the Minister's designate may deem necessary.
- Apply at any time during the benefit year.
- Recipients must re-apply annually for benefits to continue in the next benefit year.
Processing and Agreement
- The applicant will be notified in writing of any decision to approve, deny, adjust, terminate or withhold payments, with reasons.
- An applicant or recipient may appeal a decision about eligibility or benefit levels to the Social Services Appeal Board under The Social Services Appeal Board Act.
- If a responsible person or agency provides satisfactory evidence that a recipient cannot manage his or her own affairs, the Minister may direct payment to a person or agency that has an agreement with the Minister to administer and expend the benefit on the recipient's behalf.
- The government may recover a payment made because of a false statement or misrepresentation as a debt due to the Crown.
