Role of the Fondation des CLSC et CHSLD du Haut-Saint-François in the funding ecosystem
The Fondation des CLSC et CHSLD du Haut-Saint-François is a philanthropic organization associated with local health and social services institutions in the Haut-Saint-François area of Québec. Hosted on the CIUSSS de l’Estrie – CHUS website, the foundation’s mandate is to enhance the quality of care and the quality of life of users served by the CLSC and CHSLD facilities in East Angus, Weedon and the surrounding MRC.
Using funds raised through its annual fundraising campaign, memorial donations and various benefit activities such as a classical music concert, car rally and partnerships with the Fondation du CHUS, the foundation finances the purchase of specialized medical and comfort equipment and supports specific projects that would not be covered by regular public funding. Since 2003, it has returned more than $250,000 to the community in funded projects and specialized equipment.
Types of initiatives and beneficiaries
The foundation’s financial support primarily targets long-term care centres (CHSLD) and home-based services for users in the Haut-Saint-François MRC. Examples mentioned on the site include contributing to the creation of family lounges in CHSLDs, acquiring therapeutic mattresses and adapted shower/toileting chairs for users with major postural issues, and supporting a series of classical music concerts in CHSLDs and private seniors’ residences in partnership with the Société pour les arts en milieux de santé (SAMS).
These initiatives illustrate a mix of equipment funding and project-based funding aimed at improving comfort, dignity, pain management and cultural life for older adults and other vulnerable users. The foundation may also collaborate with other local foundations, such as Foyer St-Paul de Bury inc., whose major donation is used to upgrade equipment and expand activity offerings in both English and French.
Governance and community involvement
The foundation is overseen by a board of directors composed of community members and representatives of the CIUSSS de l’Estrie – CHUS. This governance structure helps align funding decisions with local needs and institutional priorities. Community engagement is central: residents are invited to take part in fundraising events, make In Memoriam donations and support the foundation’s campaigns so that additional services and infrastructure can be offered beyond what the public health budget alone permits.
