The Foundation exists because government operating funds do not cover the cost of hospital equipment. Each year the Foundation works closely with Quinte Health’s senior leadership to identify the most urgent equipment needs, multi‑year projects and expansion plans at the Belleville site. From this joint planning, it defines major fundraising campaigns and publishes detailed priority lists, such as the 2025/2026 equipment needs that include a digital mammography unit, operating room system upgrades, vital signs and ECG machines, fetal monitors, mental health beds and other clinical tools.
Beyond equipment, the Foundation supports strategic projects like ICU expansion and manages designated funds such as the Dr. Douglas A. MacIntosh Cancer Fund, which helps bridge gaps in provincial drug coverage so local patients can access new cancer therapies sooner.
General evaluation and funding process
The Annual Report describes a clear internal granting mechanism. To ensure donations are used as intended, Belleville General Hospital Foundation only releases funds to Quinte Health once a formal funding application has been received and approved by the Foundation’s Board of Directors. This process ensures alignment with agreed clinical priorities and that each gift supports specific equipment or projects in departments with the greatest impact on patient care.

The Foundation emphasizes transparency through an Annual Report that highlights contributions to Belleville General Hospital and outlines fundraising activities, expenditures and funded projects. Funding decisions are guided by the goal of keeping “exceptional care, close to home” for residents of Belleville and the broader Quinte region.
