The Boating Safety Contribution Program (BSCP) provides up to $300,000 per year to organizations promoting boating safety and conducting related research in Canada. Eligible activities include educational campaigns and research studies to improve boater safety practices and understanding.

Financing terms and conditions

  • Reimbursement of up to 75% of eligible project expenditures.
  • Maximum financial contribution of $300,000 per recipient per year for recreational boating safety projects.

  • Promotion of safe boating practices and regulatory compliance through educational and awareness campaigns.

Eligibility criteria of the Boating Safety Contribution Program (BSCP) program

  • The applicant must be one of the following: a not-for-profit non-government organization (NGO), a public safety organization, an educational institution, an enforcement service, a provincial, territorial or municipal government, or an Indigenous group or community.
  • The project must support boating safety awareness, education, or research and align with the program’s objectives.
  • The organization must provide legal documentation proving its status as a legal entity.
  • Applicants must demonstrate that their project is not part of regular law enforcement duties (for enforcement services).
  • The applicant must provide evidence of secured funding for the proposed project, including confirmation of partner contributions if applicable.

  • Costs for public outreach, communications materials, and related activities.
  • Translation costs for project purposes.
  • Incremental insurance costs incurred for the project.
  • Administrative costs directly associated with the project.

Submit Application
  • Ensure the application is signed and comprehensive, using the formats provided.
  • Submit the application package in MS Word, MS Excel, or PDF format via email to bscp-pcsn@tc.gc.ca.
  • Make sure the package includes all requested documents and is submitted before the application deadline of October 20, 2023.

  • Transport Canada will confirm the receipt of the application package via email.
  • Keep the confirmation for your records as proof of submission.

Additional information

  • Applicants must use the official Microsoft Word and Excel templates provided by the program when submitting their proposals and budgets.
  • Signed funding agreements are required before reimbursements can be issued for project expenditures.
  • Projects cannot change scope, budget, or timelines without written approval after the agreement is signed.
  • Compliance with the Official Languages Act may be required depending on the project's target audience and location.
