Eligibility
- The applicant must be one of the following: a not-for-profit non-government organization (NGO), a public safety organization, an educational institution, an enforcement service, a provincial, territorial or municipal government, or an Indigenous group or community.
- The project must support boating safety awareness, education, or research and align with the program’s objectives.
- The organization must provide legal documentation proving its status as a legal entity.
- Applicants must demonstrate that their project is not part of regular law enforcement duties (for enforcement services).
- The applicant must provide evidence of secured funding for the proposed project, including confirmation of partner contributions if applicable.

- Costs for public outreach, communications materials, and related activities.
- Translation costs for project purposes.
- Incremental insurance costs incurred for the project.
- Administrative costs directly associated with the project.

Selection criteria
- Relevance of the project to the BSCP objectives and alignment with program priorities, including target groups and activities.
- Quality of the project plan, including clarity, realism, budget, timeline, and risk mitigation strategy.
- Performance measurement strategy, focusing on measurable results and how project outcomes will be tracked and reported.
- Applicant’s relevant experience and capacity to complete the project successfully.
- Value for money, demonstrating efficient use of resources and balanced financial contributions.
How to apply

Request Project Proposal Templates
- Contact the Boating Safety Contribution Program (BSCP) at bscp-pcsn@tc.gc.ca to request the project proposal templates.
- Ensure to request both the Microsoft Word Project proposal template and the Microsoft Excel budget and cash flow template.

Prepare Application
- Complete the project proposal using the provided Microsoft Word template.
- Ensure all sections are thoroughly filled, including project title, executive summary, applicant information, and organizational profile.
- Designate a project manager and include supporting evidence of their qualifications.
- Address declarations, including conflict of interest and organizational commitment.
- Outline the project description, objectives, location, timeline, major activities, work plan, and partnerships.
- Develop a performance measurement strategy and communication plan.
- Attach letters of financial support and legal documentation confirming the organization's legal status.

Submit Application
- Ensure the application is signed and comprehensive, using the formats provided.
- Submit the application package in MS Word, MS Excel, or PDF format via email to bscp-pcsn@tc.gc.ca.
- Make sure the package includes all requested documents and is submitted before the application deadline of October 20, 2023.

Confirmation of Submission
- Transport Canada will confirm the receipt of the application package via email.
- Keep the confirmation for your records as proof of submission.
Additional information
- Applicants must use the official Microsoft Word and Excel templates provided by the program when submitting their proposals and budgets.
- Signed funding agreements are required before reimbursements can be issued for project expenditures.
- Projects cannot change scope, budget, or timelines without written approval after the agreement is signed.
- Compliance with the Official Languages Act may be required depending on the project's target audience and location.
